CARGO REPORT / CONTROL:

Cargo report & control includes stations involved in the processing of both commercial and non-commercial cargo island-wide i.e. the Documentary Processing Unit (yellow lane), the Cargo Examination Unit (red lane), the Transit sheds, the Airfreight Section, the Cashing Bays, the Parcel Post Sections and the courier sections. This canalization process involves the import/receipt, recording, storage, document verification, duty calculation and collection, examination, and delivery of cargo after all the customs requirements are met.

 

WAREHOUSING AND DUTYFREE SHOPS

This unit keeps records of all goods warehoused, ensuring that all requirements are met and all duties and other taxes are collected on same before delivery

 In addition, this unit deals with overseeing the operations of all duty-free shops on the island, including the receipt, racking, and transfer of goods into and from the duty-free shops, ensuring that they adhere to the customs and the duty-free shopping laws and regulations, and also verifies the duty payments on dutiable sales.

 

FISCAL INCENTIVES UNIT:

This unit verifies, monitors and manages duty-free importations, including concessions granted for hotels, education and culture, tourism, sports, charitable, churches, health, government, military, diplomats missions, and personnel, agriculture/fisheries, industry, And all Adhoc concessions.

The Unit will assist in conducting site visits of premises to verify the end-use of goods cleared duty-free.

The Unit is also responsible for conducting interviews with potential returning residents and other persons wishing to take up residence in the Commonwealth of Dominica, to ascertain the creditability of their duty-free application requests.

   

PASSENGER REPORT / CONTROL:

Passenger report & control includes stations involved in the processing of Passengers Island wide i.e. the Ferry Terminal, the Roseau Cruise Ship Berth, the Cabrits Cruise Ship Berth, the Canefield Airport, and the Douglas Charles Airport.

This canalization process involves the arrival, recording, and processing of travelers, and the examination and release of baggage after all the customs requirements are met.

 

POST CLEARANCE AUDIT SERVICES:

Includes the Post Clearance Services Teams and the Post Audit Teams.

The Compliance Team undertakes internal documentary, premises, and systems audit to ensure compliance with the customs laws and other related legislation processes the blue lane declarations verifies the monthly duty-free shop returns including the duty payments on dutiable sales, verifies refund of duty request applications from importers/brokers, overseers bulk importations payments, and amend declarations after approval by management, among others.

The Post Audit Team undertakes external documentary, premises, and systems audit to ensure compliance with the customs laws and other related legislation. They carry out customs audit-based control measures to verify the accuracy and authenticity of declarations submitted to customs through the examination of the relevant books, records, business systems, and commercial data held by persons concerned. Verification of value, origin, and classification of goods, sampling, and verification of certificates, licenses, and permits are integral aspects of their tasks.

 

RISK MANAGEMENT AND INTELLIGENCE UNITS:

Includes the Intelligence and Risk Management Teams.

The unit collects, collates, analyses interprets, and disseminates information on issues relating to the effective/efficient running of customs. They assist in the development of profiles to be fed into the AsycudaWorld System, ensuring a more efficient service to compliant clients from customs.

This unit is also involved in various aspects of customs operations such as patrolling, prevention and detection of contraband, assisting colleagues, etc. They may also exercise enforcement actions where appropriate.

MOBILE AND INVESTIGATIONS UNIT:

Includes the Mobile, Canine (K9), and Investigation Teams.

The Mobile and K9 anti-smuggling teams undertake surveillance exercises and patrols and assist by providing necessary information and support to other operational units within the Division. They conduct searches of premises, vehicles, ships, and aircraft for detection of infractions against customs laws and other related legislation.

The Investigations Team conducts investigations into cases of fraud, smuggling, and other breaches of customs laws and other related legislation. They prepare reports on findings and take necessary action on results of findings including the writing and lodging of complaints, and testifying at courts and other legal hearings.

They also assist by providing necessary information and support to other operational units within the Division.
